In 1978,Han Zhiqiang studied Janpanese in Changchun Foreign Language School and he was admitted to Jilin University.
In 1998, Han Zhiqiang served as an interpreter with General Secretary Jiang Zemin during his visit to Japan.Later, he was selected as secretary by Minister Tang Jiaxuan.
In January 2004, he was appointed Counsellor of the General Office of the Ministry of Foreign Affairs and participated in the work of the leadership of the General Office.
In 2005, he was appointed Deputy Director of the General Office of the Ministry of Foreign Affairs.
In November 2008, he was appointed ambassador extraordinary and plenipotentiary to the Republic of Fiji Islands.
He has been Minister of the Chinese Embassy in Japan since July 2011.
In February 2016, he was appointed Director of the General Office of the Ministry of Foreign Affairs.
