In 1971,Zhang Wanxue studied Russian in Changchun Foreign Language School.
From 2001 to 2006, Zhang served as China's ambassador extraordinary and plenipotentiary to the Republic of Macedonia.
From 2007 to 2010, he served as China's ambassador extraordinary and plenipotentiary to the Republic of Bulgaria.
In 2011, he served as China's ambassador extraordinary and plenipotentiary to the Republic of Serbia.
